Meet Our New Community Planner

We're thrilled to welcome CCPC's newest Community Planner, Luis Rodriguez!
Originally from Reading in Berks County, Luis is a proud West Chester University alumnus and now resides in Willow Grove, Montgomery County.
"I've always been really interested in how planning influences communities — how zoning, housing, and land-use policies shape the places we live," Luis says. He was drawn to CCPC by the opportunity to be involved in that kind of work on a countywide scale, and to support the municipalities through ordinance updates, Vision Partnership Program (VPP) projects, and other implementation efforts. "The work here aligns really well with my interests and values."
In his new role, Luis is especially interested in getting involved with housing and economic development — helping municipalities modernize their zoning codes, addressing affordability challenges, and supporting walkable, connected communities. "I'm also excited to work on projects funded through the VPP and to learn more about comprehensive planning and implementation," he adds.
In his free time, Luis can often be found hiking and exploring new trails — especially around parks and nature preserves — or reading books. His favorite spot in Chester County is Marsh Creek Lake, where he likes to relax, kayak, and take in the scenery. He also loves checking out farmers markets, visiting historic towns, and exploring local main streets like downtown West Chester, which he notes, "has a great walkable atmosphere with a nice mix of restaurants, shops, and historic charm."
Aside from exploring and reading, Luis is a passionate oil painter. He's been working on a piece called "Storm Chaser," which he hopes to finish by the end of this year.
A quote that's always stuck with Luis is "Plans are nothing; planning is everything" by Dwight Eisenhower. "It's a good reminder that while plans are important, it's the process of planning that really prepares you to respond to change and complexity," he says.
